Springfield, Ill…Working to
beat the deadline to act on the more than 800 pieces of legislation that lawmakers
approved this year, Governor Pat Quinn was busy this week approving—and
vetoing—the remaining bills awaiting his consideration, according to State Senator Dan Duffy (R-Lake Barrington).
In his most signification
action, Quinn vetoed a campaign finance bill Aug. 27 that had drawn criticism
from virtually every major reform organization in
Illinois, the media and many lawmakers.
Senator Duffy commended the governor’s decision, noting that
House Bill 7 was a loophole-laden measure, with contribution limits that were
too high and broad definitions that would hinder the legislation’s
effectiveness. Republicans and reform groups noted that although the measure
would have enforced the first limits ever on campaign contributions, the limits
were so high that they would have been largely ineffective.
Springfield,
Ill. – A new law intended to increase
public access to state records and information received widespread support from
the public, the media and good government groups when it was signed by the
governor this week, said State Senator Dan Duffy (R-Lake Barrington).
On Aug. 17,
Governor Pat Quinn approved legislation (SB 189/PA 96-0542) that makes
substantial changes to
Illinois’
Freedom of Information Act (FOIA).
Senator Duffy explained
that the state’s FOIA laws have been criticized for lacking the teeth to force
government to comply with FOIA requests. The new law will enact strict rules,
reduce the time deadline for government entities to respond to FOIA requests,
drastically scale back possible FOIA exemptions, and penalize governments with
fines if they are found to have intentionally violated the law.
State Senator Dan Duffy wishes to
alert all local units of government, registered rail carriers and railroad
safety related non-profit organizations of an education grant now available.
The Railroad Safety Section of the Illinois Commerce Commission and the Federal
Railroad Administration are offering grants to implement railroad safety and
enforcement programs. Eligible programs must be designed to enhance compliance
with applicable motor vehicle laws pertaining to highway-rail grade crossing
safety and trespass prevention.
To learn more information about the
Public Education and Enforcement Research Study (PEERS) Phase 6 Grant visit the
Illinois Commerce Commission Web site, http://www.icc.illinois.gov/railroad/PEERS.aspx. Grant applications are due September 19, 2009.
Springfield, Ill. – More than 200
bills were signed into law this week, including measures that State Senator Dan
Duffy (R-Lake Barrington) says are intended to increase transparency and
accountability in state government and Illinois’ schools, keep sex offenders
off social networking sites, and change how legislative and judicial pensions
are calculated.
On August 11, comprehensive
legislation was signed to increase transparency and promote accountability
through the creation of a public Web site known as the “Illinois Transparency
and Accountability Portal.”
House Bill 35 (PA 96-0225) will
allow
Illinois
residents to access a variety of information including state expenditures, tax
credits, state employee salaries and state contracts. Similar legislation was
enacted at the federal level and in other states, and has received widespread
support from grassroots organizations, trade associations, press associations
and taxpayer protection groups.
